The Integrated Coastal Zone Management (ICZM) Project, on a pilot basis will be
implemented in three States i.e. Gujrat, West Bengal and Orissa. The pilot project will be
funded by the World Bank through Ministry of Forest & Environment, Government of
India. The project is aimed at an integrated approach coordinating activities of various
stakeholders for the sustainable usages of the coastal natural resources maintaining the
natural environment.
In Orissa the major stakeholders/ implementing agencies identified whose roles are
supposed to be direct and crucial for the success of the project are as follows: 1. The State Pollution Control Board
2. Department of Water Resources
3. Department of Environment and Forest (Wildlife Wing)
4. Department of Fisheries
5. Department of Culture
6. Department of Tourism
7. Orissa State Disaster Mitigation Authority under the Revenue Department
8. Department of Industries
9. Department of Housing and Urban Development (Paradeep Municipality)
10. Chilika Development Authority
The Department of Forest and Environment, Government of Orissa is the nodal
department who is coordinating with all the 10 implementing agencies/ departments for
preparation of the Detailed Project Reports (individual departments) and the compiled
report i.e. the State Project Report.
Through office order no. 19076 F&E dated 05.12.2007, Forest and Environment
Department, Government of Orissa, the Chilika Development Authority is declared as the
Nodal Agency of the State Project Preparation Cell (SPPC) Orissa for implementation of
the Integrated Coastal Zone Management Plan/ Project (ICZMP). Along with the Chief
Executive Chilika Development Authority three consultants (Ecologist, Planner and
Procurement) are appointed to assist the implementing departments/ agencies in
preparation of the DPRs as well as the SPR.
Further, expert consultancy has been hired from Integrated Coastal & Marine Area
Management (Project Director, ICMAM) and Department of Marine Sciences, Berhampur
University for guiding in techno-environment aspects and preparation of compiled State
Project Report and Detail Project Report for the State.
The Xavier Institute of Management was also involved in developing a Training
and Capacity Building Plan for all the implementing agencies and departments. Through a
series of workshops and meetings the XIMB has prepared a detailed Training and Capacity
Building Plan including the cost and time involved for each programme and has submitted
the report to SPPC.
